Stocks surge, Dow nears record high

NEW YORK (AP) ? The Dow came within 100 points of its all-time high Wednesday after rising sharply for a second straight day.

The market surged following more evidence that the Fed will keep interest rates low, housing will keep recovering and shoppers aren't pulling back on spending, even with a payroll tax hike.

The gains were broad: Twenty-nine of 30 stocks in the Dow Jones industrial average rose. All 10 industries in the Standard and Poor's 500 index climbed.

The Dow Jones industrial average rose 175.24 points, or 1.2 percent, to 14,075.37. The index is now less than 100 points away from its record close of 14,164 reached in October 2007.

The Dow has surged 290 points in the past two days, erasing its drop of 216 points Monday when inconclusive results from an election in Italy renewed worries that Europe's fiscal crisis could flare up again.

"The market psychology has clearly shifted. It's no longer sell the rally, it's buy the dips," said Dan Veru, chief investment officer of Palisade Capital Management. "The economic data continues to be strong."

Stocks have surged since the start of the year. The Dow is up 7.4 percent.

Earnings for S&P 500 companies will climb 7.8 percent in the fourth quarter, the third straight quarter of growth, according to data from S&P Capital IQ.

The Standard and Poor's 500 index gained 19.05 points, or 1.3 percent, to 1,515.99. The Nasdaq composite rose 32.61 points, or 1.3 percent, to 3,162.26. The index is 6.5 percent higher for the year, and is about 3.1 percent short of its record close of 1,565.

Investors were also encouraged Wednesday that Federal Reserve Chairman Ben Bernanke stood behind the central bank's low-interest-rate policies as he faced lawmakers for a second day. His comments dissipated worries about the bank's resolve to keep up the program. Those worries sprung up last week when minutes from the bank's last policy meeting revealed disagreement among Fed officials.

Also, the number of Americans who signed contracts to buy homes rose in January from December to the highest level in almost three years. The report continued a string of positive housing news. Sales of new homes jumped 16 percent last month to the highest level since July 2008, the government reported Tuesday.

Home builder stocks rose for the second day in a row. PulteGroup climbed 25 cents, or 1.3 percent, to $19.30, after rising 5.7 percent the day before. The government reported Tuesday that sales of new homes jumped 16 percent last month.

"Some encouraging news for the bulls has been the housing data that has come out over the past couple of days," said Todd Salamone, director of research at Schaeffer's Investment Research.

The analyst said he remained "extremely bullish," on stocks in the medium and long-term, but cautioned that a pullback may lie ahead in coming days after the year's strong gains.

Discount retailers rose Wednesday. Dollar Tree jumped $4.31, or 11 percent, to $45.39 after reporting a 22 percent profit increase. Dollar General also rose $1.61, or 3.6 percent, to $46.56. Family Dollar Stores rose $1.39, or 2.5 percent, to $57.68.

The yield on the 10-year Treasury note rose two basis points to 1.90 percent.

Among other stocks making big moves;

? Priceline.com rose $17.42 to $695.91 after reporting that its net income jumped in the fourth quarter as bookings grew.

? First Solar plunged $4.32, or 13.8 percent, to $27.04 after the company posted disappointing sales for the fourth quarter and gave a weak early outlook for the year.

? Target fell 93 cents, or 1.5 percent, to $63.12 after the No. 2 discount chain's quarterly income fell 2 percent as it dealt with intense competition during the holiday shopping season.

? DreamWorks Animation fell 30 cents, or 1.8 percent, to $16.31 after posting a loss of $82.7 million. The company booked a write-off on its November release "Rise of the Guardians" and on an upcoming movie that needs to be reworked.

Audrey Hepburn resurrected for chocolate ad

A pretty woman sits on a bus and waits for her journey to continue. She peers into her purse, eyes a bar of chocolate. Outside, a handsome man gives her a smile -- and next thing you know, she's bounding out of the bus and jumping into the stranger's car. And, of course, having a bite of that chocolate bar, all while "Moon River" plays in the background.

The pretty woman? The Oscar-winning actress and humanitarian Audrey Hepburn, who died in 1993. The scene? It may look like a lost sequence from the gamine actress' breakthrough role in 1953's "Roman Holiday" (colorized, natch), but it's actually a combination of footage shot on the Amalfi Coast in Italy (says the Toronto Sun) and a CGI resurrection of the actress -- who happened to sing "Moon River" in 1961's "Breakfast at Tiffany's."

The purpose? To sell the British chocolate bar Galaxy. But not everyone finds the pairing sweet -- critics say the ad is disrespectful to the actress, now dead for 20 years, who can't complain that her image is being ill-used. But Hepburn isn't the first famous face to come back from the dead to shill for a product -- a young Fred Astaire was used in 1997 to push the Dirt Devil vacuum, a deal authorized by his widow but dissed by his daughter, who said she was "saddened that after his wonderful career he was sold to the devil."

In Hepburn's case, she can't stand up for herself to either support or discredit the move, which means it's up to her estate to make these decisions. And her sons, who control that estate, are all for it: Sean Ferrer and Luca Dotti issued a statement saying Hepburn would be "proud" of her latest role, noting that she "often spoke about her love of chocolate and how it lifted her spirit."

They probably didn't mean that last bit literally.

WASHINGTON (AP) ? Four major universities are joining theater companies in Boston, Baltimore, Washington and Atlanta in a project to commission new plays, music and dance compositions about the Civil War and its lasting legacy 150 years later.

The National Civil War Project is being announced Thursday in Washington and will involve programming over the next two years to mark the 150th anniversary of the war between the North and the South. Beyond commissioning new works, organizers plan for university faculty to integrate the arts into their academic programs on campus.

Under the program, Harvard University will partner with the American Repertory Theater in Cambridge, Mass.; the University of Maryland's Clarice Smith Performing Arts Center will join CENTERSTAGE in Baltimore; George Washington University is working with Arena Stage in Washington, and Atlanta's Alliance Theatre will join Emory University.

Each collaboration will evoke unique perspectives on the Civil War in each region.

At Harvard, a new piece called "The Boston Abolitionists" about the abolitionist movement and the trial of a fugitive slave will be performed in May. Separately, Matthew Aucoin, an assistant conductor at the Metropolitan Opera, is using Walt Whitman's poetry about being a medic to develop a new opera.

In Atlanta, Alliance Theatre and Emory will develop a new theatrical production of U.S. Poet Laureate Natasha Trethewey's Pulitzer Prize-winning book "Native Guard," with a workshop planned for 2014. It recounts the story of a black Civil War regiment assigned to guard white Confederate soldiers on Ship Island off Mississippi's Gulf Coast.

Arena Stage Artistic Director Molly Smith, who helped guide the project, said this is a chance to reevaluate the Civil War and consider the issues that still resonate in American life.

"This is an anniversary of what is arguably one of the most important times in American history," she said. "And the same questions behind state rights and civil rights continue to infuse who we are as a country."

In September, the University of Maryland will host a national conference on civil rights and health disparities among minority populations to mark the 50th anniversary of the March on Washington.

Choreographer Liz Lerman, a 2002 MacArthur Foundation "genius" fellow, helped in developing the partnerships between theaters and universities during a semester spent at Harvard. She said artists can help professors animate their scholarship as more traditional lectures move online, and the Civil War is a good subject to connect art and academics.

"It's something about the fact that we're still trying to understand it," Lerman said. "There are enough civil wars still going on in the world, I myself am trying to understand what it must be like."

Lerman is developing a new dance theater piece in Washington called "Healing Wars" to explore the role of women and innovations in healing for amputees from the Civil War through the wars in Iraq and Afghanistan. Characters will migrate between past and present. The piece will feature actor Bill Pullman and eight dancers.

Harvard President Drew Gilpin Faust, a Civil War historian, has been leading the university to integrate the arts with academic pursuits, through theater, exhibits or other art forms.

"Engaging students through art and art-making is one of the ways in which universities prepare young women and men for life in a world that is far better connected and far more complex than at any other point in human history," she wrote in an email about the Civil War project.

At this anniversary of the war, she said it's important to remember how the values of freedom and equality were defined in President Abraham Lincoln's Gettysburg address as the war's purpose.

George Washington University President Steven Knapp said the Civil War transformed American history, culture and industry ? even the concept of American democracy by redefining equality. Tackling such a subject between academia and theater could provide a new model for learning, he said.

"It's an experiment," Knapp said, "to see how far we can go in bringing together the strengths of the university and the strengths of the theater company."

CUPERTINO, Calif. (AP) ? Apple CEO Tim Cook sought to reassure shareholders worried about the company's sagging stock price that the iPhone and iPad maker is on the verge of inventing more breakthrough products that will prove it hasn't lost its creative edge.

"The company is working as hard as ever, and we have some great stuff coming," Cook told shareholders Wednesday before taking their questions during Apple's annual meeting at its Cupertino, Calif., headquarters.

True to Apple's secretive nature, Cook didn't provide any further product details, although at one point he said the company is considering entering other categories besides its popular line of digital music players, smartphones and tablet computers.

There has been speculation that Apple is working on an Internet-connected watch or TV that will be introduced later this year. One shareholder at Wednesday's meeting threw a new idea for Apple to ponder ? a computerized bicycle. Cook, an avid bicyclist, chuckled at the suggestion, along with the rest of the audience.

Although there were more moments of levity, Wednesday's meeting was less celebratory than the events in past years, when Apple's stock price was soaring to the delight and enrichment of its shareholders.

Since hitting an all-time high of $705.07 five months ago, Apple's stock has plunged by 37 percent. The decline has wiped out collective shareholder wealth totaling $240 billion. That amount exceeds the total market value of Microsoft Corp., which reigned as the most influential company in personal computing until Apple ushered in an era of mobile devices with the 2007 release of the iPhone and the 2010 introduction of the iPad.

Cook, who became CEO shortly before Apple co-founder Steve Jobs died in October 2011, has a huge incentive to get the company's stock price strong again. The 1.1 million Apple shares he owns are worth about $300 million less than they were five months ago.

"I don't like it, either," Cook said of the downturn in Apple's stock.

Apple Inc. hasn't unveiled another trailblazing product since Cook took over, raising concerns about whether the company is losing the ingenuity that has set it apart from the rest of the technology pack.

Cook told shareholders the company's commitment to innovation remains Apple's "North Star" and "the beat of its heart."

His pep talk evidently didn't inspire many investors. Apple's stock shed another $4.40 to close Wednesday at $444.57.

Shareholders still affirmed their confidence in Cook at the meeting. Preliminary results showed Cook was re-elected to Apple's eight-member board of directors with 99 percent of the vote.

Wall Street may have been disappointed that Cook didn't provide any further clarity on whether Apple might distribute some of its $137 billion in cash to shareholders in the form of a dividend increase or a special one-time payment.

Apple shareholder David Einhorn, who runs the Greenlight Capital hedge fund, turned Apple's cash hoard into a hot topic in the weeks leading up the meeting. He sued to block a proposal that would have required shareholder approval for Apple to issue preferred stock. Einhorn argued that if approved, it would create a bureaucratic hurdle that could make it more cumbersome to return cash to shareholders. He wants Apple to issue preferred shares called "iPrefs" that would yield an annual dividend of 4 percent.

A potential showdown was averted last week when a federal judge ruled that Apple had improperly bundled several corporate governance issues, including the handling of preferred stock, in the same proposal. Apple withdrew the proposal from Wednesday's agenda, to the chagrin of two shareholders who said they would have voted for it. Supporters of the measure included the California Public Employee Retirement System, or CalPERS, which urged Cook to do what's best for Apple's long-term interests.

"I would say the message is, 'Keep calm and carry on,'" said Anne Simpson, who oversees corporate governance for CalPERS.

Einhorn, whose fund owns 1.3 million Apple shares, didn't appear at Wednesday's meeting.

In response to a question Wednesday, Cook said Einhorn's resistance to a shareholder vote on preferred stock remains "a silly sideshow, regardless of how a judge ruled on it." Cook remarks echoed the derisive description he used during an appearance at an investor conference earlier this month.

Cook also sounded a familiar refrain when he discussed Apple's pile of cash. "This is a serious subject, and one we deliberate on as a board and a management team. We are in very, very active discussions on it," Cook said.

Not long after Cook made similar remarks at last year's annual meeting, Apple announced plans to start paying a quarterly dividend of $2.65 per share and to spend $10 billion buying back its stock in the fiscal year that began last October. Even though the dividend commitment costs Apple $10 billion annually, the company now has $39 billion more cash than it did year ago.

The prosperity underscores the ongoing popularity of Apple's products.

Although Apple is selling more gadgets than ever before, the company's profits and sales aren't growing as robustly because of fiercer competition from a multitude of other smartphones and tablet computers, including ones costing less. Apple's biggest headaches have been caused by Android, a mobile operating system that Internet search leader Google Inc. gives away to a long list of device makers led by Samsung Electronics Co.

There are now an estimated 600 million devices running on Android, giving it a lead over Apple.

Cook said Apple remains more interested in the quality of its products than the quantity sold.

"We want to make the best," Cook said. "That's why we are here."

Self help books and websites can benefit severely depressed patients

Feb. 26, 2013 ? Patients with severe depression show at least as good clinical benefit from 'low-intensity' interventions, such as self help books and interactive websites, as less severely ill patients, according to new research by The University of Manchester.

Depression is a major cause of disability worldwide and effective management of this is a key challenge for health care systems.

The study, funded by the National Institute for Health Research (NIHR), confirmed evidence that 'low-intensity' interventions provide significant clinical benefit. Initial severity of depression is one of the key variables determining who gets 'low' or 'high' intensity treatment, but this is largely based on epidemiological studies and clinical experience rather than high quality evidence.

Researchers from an international collaboration carrid out a meta-analysis of several studies involving 2470 patients with depression, all treated in a non-hospital setting. All studies were from the year 2000 or later with a sample size of more than 50 patients. The mean age in all studies was 35-45, and studies included patients with lower levels of depressive symptoms, as well as those with quite severe depression.

'Low-intensity' treatment was defined as interventions designed to help patients manage depressive symptoms such as self-help books or interactive websites, often with limited guidance and support from a health professional. Self-help groups were excluded.

The researchers found that patients with more severe depression at baseline derive "at least as good clinical benefit from 'low-intensity' interventions as less severely ill patients." They recommend including 'low-intensity' interventions in the first step of treating severely ill patients and encouraging the majority of patients to use them as the initial treatment option.

Professor Peter Bower, from The University of Manchester who led the research, said: "To better manage depression in the community, many services seek to provide simple forms of psychological therapy (so called 'low intensity' interventions) to depressed patients. We assessed whether more severely ill patients demonstrated better or worse treatment effects from 'low-intensity' treatments. We found no clinically meaningful differences in treatment effects between more and less severely ill patients receiving 'low-intensity' interventions. Patients with more severe depression can be offered 'low-intensity' treatments as part of a stepped care model."

The researchers also say that an important research question for the future is whether low-intensity treatments are cost-effective and if "initial experience with low intensity interventions could act as a barrier to further treatment."

Ex-Canada ambassador pleased Affleck thanks Canada

TORONTO (AP) ? The former Canadian ambassador to Iran who protected Americans at great personal risk during the 1979 Iran hostage crisis said Monday it was good to hear Ben Affleck thank Canada after Affleck's film "Argo" won the Oscar for best picture.

"Argo" came under criticism from some Canadians, including former ambassador Ken Taylor, who said he felt slighted by the movie because it makes Canada look like a meek observer to CIA heroics. Taylor says it minimizes Canada's role in the Americans' rescue.

Taylor criticized Affleck on Friday and said he hoped Affleck would acknowledge Canada's role. Affleck briefly thanked Canada in his acceptance speech Sunday.

"Finally, he mentioned Canada," Taylor said. "Under the circumstances, I think that was fine. It certainly acknowledged Canada. I think certainly the movie was about CIA agent Tony Mendez. I think that President Carter's remarks put everything in proportion."

Carter appeared on television last week and said, "90 percent of the contributions to the ideas and the consummation of the plan was Canadian," but the film "gives almost full credit to the American CIA."

Taylor kept the Americans hidden at his residence and at the home of his deputy, John Sheardown, in Tehran for three months and facilitated their escape by arranging plane tickets and persuading the Ottawa government to issue fake passports. He also agreed to go along with the CIA's film production cover story to get the Americans out of Iran.

Taylor became a hero in Canada and in the United States where crowds celebrated with banners that proclaimed, "Thank you, Canada."

Taylor said the movie makes it seem like the Canadians were just along for the ride. Taylor and Carter both noted that Mendez, played by Affleck in the film, was only in Iran for a day and a half.

"The movie is done. President Carter expressed his views, and that's where we sit. I think, being realistic, there's not much at this point that can be realized," Taylor said.

"Argo" also makes no mention of Sheardown, the First Secretary at the embassy. Taylor said it was Sheardown who took the first call from the American diplomats who had evaded capture when Iranian militants seized the U.S. Embassy in November 1979 and agreed right away to take the Americans in. Sheardown died on Dec. 30, and his wife, Zena, called the movie disappointing.

"Argo" screenwriter Chris Terrio, who won best adapted screenplay prize Sunday night, mentioned Taylor and Sheardown in his speech after saluting Mendez.

"Thirty-three years ago Tony, using nothing but his creativity and his intelligence, got six people out of a very bad situation," said Terrio, who based his script on Mendez's book "The Master of Disguise" and a Wired magazine article by Joshuah Bearman.

"And so I want to dedicate this to him and the Taylors and the Sheardowns and people all over the world in the U.S., in Canada, in Iran, who use creativity and intelligence to solve problems non-violently."

Taylor appreciated that Terrio mentioned Sheardown, Sheardown's wife and Taylor's wife.

"He dedicated it to Tony Mendez. That was what his script was about, it so that's understandable. I think that recognition of both Pat and myself and John and Zena was in a sense welcomed," he said.

During a recent talk in Toronto, Taylor took issue with a myriad of creative liberties in "Argo" and said Terrio "had no idea" what he was talking about.

Friends of Taylor were outraged last September when "Argo" debuted at the Toronto International Film Festival. The original postscript of the movie said that Taylor received 112 citations and awards for his work in freeing the hostages and suggested Taylor didn't deserve them because the movie ends with the CIA deciding to let Canada have the credit for helping the Americans escape.

Taylor called the postscript lines "disgraceful and insulting" and said it would have caused outrage in Canada if the lines were not changed. Affleck flew Taylor to Los Angeles after the Toronto debut and allowed him to insert a postscript that gave Canada some credit.

In a statement released on Friday, Affleck said he admired Taylor very much but said he was surprised Taylor still had an issue with the film. Affleck also said he agreed narrate a documentary that Taylor is involved with, about Canada's role in the Iran hostage crisis.

Taylor said it was news to him that Affleck had agreed to narrate the documentary and said he looked forward to working on it with him.

Liver stem cells grown in culture: Therapeutic benefit demonstrated

For decades scientists around the world have attempted to regenerate primary liver cells known as hepatocytes because of their numerous biomedical applications, including hepatitis research, drug metabolism and toxicity studies, as well as transplantation for cirrhosis and other chronic liver conditions. But no lab in the world has been successful in identifying and growing liver stem cells in culture -- using any available technique -- until now.

In the journal Nature, physician-scientists in the Pap? Family Pediatric Research Institute at Oregon Health & Science University Doernbecher Children's Hospital, Portland, Ore., along with investigators at the Hubrecht Institute for Developmental Biology and Stem Cell Research, Utrecht, Netherlands, describe a new method through which they were able to infinitely expand liver stem cells from a mouse in a dish.

"This study raises the hope that the human equivalent of these mouse liver stem cells can be grown in a similar way and efficiently converted into functional liver cells," said Markus Grompe, M.D., study co-author, director of the Pap? Family Pediatric Research Institute at OHSU Doernbecher Children's Hospital; and professor of pediatrics, and molecular and medical genetics in the OHSU School of Medicine.

In a previous Nature study, investigators at the Hubrecht Institute, led by Hans Clever, M.D, Ph.D., were the first to identify stem cells in the small intestine and colon by observing the expression of the adult stem cell marker Lgr5 and growth in response to a growth factor called Wnt. They also hypothesized that the unique expression pattern of Lgr5 could mark stem cells in other adult tissues, including the liver, an organ for which stem cell identification remained elusive.

In the current Nature study, Grompe and colleagues in the Pap? Family Pediatric Research Institute at OHSU Doernbecher used a modified version of the Clever method and discovered that Wnt-induced Lgr5 expression not only marks stem cell production in the liver, but it also defines a class of stem cells that become active when the liver is damaged.

The scientists were able to grow these liver stem cells exponentially in a dish -- an accomplishment never before achieved -- and then transplant them in a specially designed mouse model of liver disease, where they continued to grow and show a modest therapeutic effect.

"We were able to massively expand the liver cells and subsequently convert them to hepatocytes at a modest percentage. Going forward, we will enlist other growth factors and conditions to improve that percentage. Liver stem cell therapy for chronic liver disease in humans is coming," said Grompe.

Central figure in Spain graft scandal appears in court

MADRID (Reuters) - The former treasurer of Spain's ruling party, at the heart of a corruption scandal that has politically damaged Prime Minister Mariano Rajoy, appeared in court for questioning on Monday about millions of euros he deposited in Swiss accounts.

Luis Barcenas is accused of using his position to take bribes, evade taxes by hiding the proceeds in Switzerland and launder money through shell companies, charges that carry prison sentences of up to six years and fines.

The long-running High Court investigation of Barcenas and a graft case involving the son-in-law of Spain's king have enraged Spaniards at a time when deep recession has pushed unemployment to 26 percent and the government has slashed public spending.

In a ruling released after the three-hour hearing, held behind closed doors, Ruz decided to put Barcenas on probation but took steps to restrict his movements because he considered there was "a serious risk" he could fly away from the country to avoid a condemnation.

Ruz banned Barcenas from leaving Spain, seized his passport and imposed on him an obligation to appear before the court twice a month.

Barcenas, 55, an avid mountaineer who once scaled Everest, went skiing in Canada two weeks ago, according to media reports. Some of these reports said the police suspected he also used the ski trip to move funds he holds there.

Barcenas's lawyer declined to comment on those reports.

The judge also confirmed he was seeking additional information on accounts and companies related to Barcenas in Switzerland, Argentina and the United States.

In Spain's legal system, lengthy pre-trial investigations are carried out by examining magistrates such as Ruz. A trial could still be months or years away for Barcenas.

TROUBLE AT THE TOP

Barcenas left the centre-right People's Party (PP) in 2009 after he was charged with taking money from companies that overcharged PP mayors to put on events, such as campaign rallies, then shared the extra profit with the politicians.

Public interest in the case had largely disappeared until January, when Ruz's probe revealed that Barcenas had Swiss bank accounts once worth as much as 22 million euros ($30 million).

The High Court judge also found that Barcenas applied last year for a tax amnesty, instigated by Rajoy to try to boost revenue, to bring millions of euros in off-shore investments back to Spain.

Then, El Pais newspaper published extracts from what it said were secret PP account books that Barcenas kept for almost 20 years, showing cash donations from construction magnates that were distributed to Rajoy and other party leaders.

Barcenas has denied any wrongdoing and says the purported ledgers are forgeries.

However, a police report that is part of Ruz's evidence and that was seen by Reuters, showed that in December Barcenas made a notarized statement saying he had records of years of donations made to the party as well as who got the proceeds.

Barcenas says the money in the Swiss accounts is from legitimate business activities, but Ruz's investigation has cast doubt on that defense, according to court documents which have been seen by Reuters.

Rajoy has denied any wrongdoing, either personal or by the party. He has pledged an external audit of PP accounts and put years of his own personal tax declarations on the official website of the office of the prime minister.

SOURED PUBLIC MOOD

The Barcenas scandal has soured a public mood already bitter over joblessness, cuts to education, health spending and public sector wages, and the 40 billion euros in public funds spent on rescuing failed banks and grim joblessness.

Tens of thousands of homeowners have defaulted on their mortgages and been evicted from their homes.

A small group of protesters joined dozens of reporters in front of the court building in central Madrid after Barcenas entered for the closed-door hearing.

"They are lying to us, and worse than that, scorning us... Enough is enough, we need some accountability," said Ana, 59, a civil servant from Madrid who declined to give her last name.

The fact that Barcenas continued to receive monthly installments on his severance package from the PP years after being charged with crimes related to party duties has embarrassed Rajoy and fuelled speculation that the former party treasurer holds incriminating information about party leaders.

"The party has nothing to fear," PP Secretary General Maria Dolores de Cospedal said at a news conference on Monday when asked whether Barcenas was blackmailing the party.

Opinion polls show declining support for Spain's two main parties, the PP and the Socialists, who have had their own corruption scandals, with more and more people turning to smaller parties, signaling greater political fragmentation to come.

Rajoy has resisted calls to step down himself as well as calls to dismiss Health Minister Ana Mato, whose ex-husband has been accused of taking hundreds of thousands of euros in bribes from the same group of companies that Barcenas was involved with.

The PP has an absolute majority in Congress and, as long as the party leadership sticks together, the prime minister is expected to survive politically.

Samsung Announces Galaxy Note 8, Aiming To Dethrone The iPad Mini

BARCELONA, Spain (AP) ? Samsung Electronics is beefing up its tablet range with a competitor to Apple's iPad Mini that sports a pen for writing on the screen.

The Korean company announced on Sunday in Barcelona that the Galaxy Note 8.0 will have an 8-inch screen, putting it very close in size to the Apple's tablet, which launched in November with a 7.9-inch screen. It's not the first time Samsung has made a tablet that's in the Mini's size range: it's very first iPad competitor had a 7-inch screen, and it still makes a tablet of that size, but without a pen.

Samsung will start selling the new tablet in the April to June period, at an as yet undetermined price. It made the announcement ahead of Mobile World Congress, the wireless industry's annual trade show, which starts Monday in Barcelona, Spain.

The Note 8.0 fills a gap in Samsung's line-up of pen-equipped devices between the Galaxy Note II smartphone, with its 5.5-inch screen, and the Galaxy Note 10.1, a full-size tablet. Samsung has made the pen, or more properly the stylus, one of the tools it uses to chip away at Apple's dominance in both tablets and high-end smartphones. Apple doesn't make any devices that work with styluses, preferring to optimize its interfaces for fingers, mice and touchpads.

On Samsung's Note line, the pens can be used to write, highlight and draw. The screens also sense when the mouse hovers over the screen, providing an equivalent to the hovering mouse cursor on the PC. However, few third-party applications have been modified to take full advantage of the pens.

Japanese Prime Minister Shinzo Abe told U.S. President Barack Obama on Friday that Tokyo would join a treaty on child abductions, addressing a major concern for lawmakers in Washington.

Japan is the only member of the Group of Eight major industrialized nations that has not signed the 1980 Hague Convention, which requires nations to return snatched children to the countries where they usually reside.

?From the perspective of children, there is an increasing number of international marriages, meaning that there will be some cases where marriages will break down. Therefore we believe it is important to have international rules,? Abe told reporters after talks with Obama.

?We will make efforts in the Diet so that the Convention can be approved. I delivered this message to the president,? Abe told reporters after his meeting with Obama.

However, Abe did not set a timeframe. The previous DPJ government also said it wanted to enter the treaty but did not move ratification through the Diet.

Unlike Western nations, Japan does not recognize joint custody and courts almost always order that children of divorcees live with their mothers.

Hundreds of parents, mostly men, from the United States and elsewhere have been left without any recourse after their estranged partners take their half-Japanese children back to the country.

U.S. lawmakers have repeatedly demanded action from Japan on child abductions, one of the few open disputes between the close allies.

YAKIMA, Wash. (AP) ? Federal and state officials say six underground tanks holding a brew of radioactive and toxic waste are leaking at the country's most contaminated nuclear site in south-central Washington, raising concerns about delays for emptying the aging tanks.

The leaking materials at Hanford Nuclear Reservation pose no immediate risk to public safety or the environment because it would take perhaps years for the chemicals to reach groundwater, Washington Gov. Jay Inslee said Friday.

But the news has renewed discussion over delays for emptying the tanks, which were installed decades ago and are long past their intended 20-year life span.

"None of these tanks would be acceptable for use today. They are all beyond their design life. None of them should be in service," said Tom Carpenter of Hanford Challenge, a Hanford watchdog group. "And yet, they're holding two-thirds of the nation's high-level nuclear waste."

Just last week, state officials announced that one of Hanford's 177 tanks was leaking 150 to 300 gallons a year, posing a risk to groundwater and rivers. So far, nearby monitoring wells haven't detected higher radioactivity levels.

Inslee then traveled to Washington, D.C., to discuss the problem with federal officials, learning in meetings Friday that six tanks are leaking.

The declining waste levels in the six tanks were missed because only a narrow band of measurements was evaluated, rather than a wider band that would have shown the levels changing over time, Inslee said.

"It's like if you're trying to determine if climate change is happening, only looking at the data for today," he said. "Perhaps human error, the protocol did not call for it. But that's not the most important thing at the moment. The important thing now is to find and address the leakers."

Department of Energy spokeswoman Lindsey Geisler said there was no immediate health risk and that federal officials would work with Washington state to address the matter.

Regardless, Sen. Ron Wyden, the new chairman of the Senate Energy and Natural Resources Committee, will ask the Government Accountability Office to investigate Hanford's tank monitoring and maintenance program, said his spokesman, Tom Towslee.

The federal government built the Hanford facility at the height of World War II as part of the Manhattan Project to build the atomic bomb. The remote site produced plutonium for the bomb dropped on Nagasaki, Japan, and continued supporting the nation's nuclear weapons arsenal for years.

Today, it is the most contaminated nuclear site in the country, still surrounded by sagebrush but with Washington's Tri-Cities of Richland, Kennewick and Pasco several miles downriver.

Several years ago, workers at Hanford completed two of three projects deemed urgent risks to the public and the environment, removing all weapons-grade plutonium from the site and emptying leaky pools that held spent nuclear fuel just 400 yards from the river.

But successes at the site often are overshadowed by delays, budget overruns and technological challenges. Nowhere have those challenges been more apparent than in Hanford's central plateau, home to the site's third most urgent project: emptying the tanks.

Hanford's tanks hold some 53 million gallons of highly radioactive waste ? enough to fill dozens of Olympic-size swimming pools ? and many of those tanks are known to have leaked in the past. An estimated 1 million gallons of radioactive liquid has already leaked there.

The cornerstone of emptying the tanks is a treatment plant that will convert the waste into glasslike logs for safe, secure storage. The plant, last estimated to cost more than $12.3 billion, is billions of dollars over budget and behind schedule. It isn't expected to begin operating until at least 2019.

Washington state is imposing a "zero-tolerance" policy on radioactive waste leaking into the soil, Inslee said. So given those delays and the apparent deterioration of some of the tanks, the federal government will have to show that there is adequate storage for the waste in the meantime, he said.

"We are not convinced of this," he said. "There will be a robust exchange of information in the coming weeks to get to the bottom of this."

Inslee and Oregon Gov. John Kitzhaber, both Democrats, have championed building additional tanks to ensure safe storage of the waste until the plant is completed.

Wyden, D-Ore., toured the site earlier this week. He said he shares the governors' concerns about the integrity of the tanks but he wants more scientific information to determine it's the correct way to spend scarce money.

Wyden noted the nation's most contaminated nuclear site ? and the challenges associated with ridding it of its toxic legacy ? will be a subject of upcoming hearings and a higher priority in Washington, D.C.

The federal government already spends $2 billion each year on Hanford cleanup ? one-third of its entire budget for nuclear cleanup nationally. The Energy Department has said it expects funding levels to remain the same for the foreseeable future, but a new Energy Department report released this week calls for annual budgets of as much as $3.5 billion during some years of the cleanup effort.

There are legal, moral and ethical considerations to cleaning up the Hanford site at the national level, Inslee said, adding that he will continue to insist that the Energy Department completely clean up the site.

He went from spreading the word about his faith?s heavenly virtues to enduring hell week.

Yes, Steven Packard?s return from a church mission was jarring.

After two years doing missionary work in Bolivia, Packard returned last July to the Oregon baseball team, with which he hit .333 in 54 games as a freshman in 2010. Almost immediately, he had to endure two-a-day workouts that he and his teammates branded ?hell week.?

?I almost wanted to quit right there, my body hurt so bad,? Packard said.

Good thing for the Ducks he made it through. Hell week got Packard back in shape, the 25 pounds he lost were regained after six months in the weight room, and Packard reclaimed his feel with the bat almost immediately.

In Oregon?s opening series of this season, at Hawaii last week, Packard had two doubles in 12 plate appearances. He started three of four games for George Horton?s Ducks, who play their home opener tonight at PK Park, against Loyola Marymount.

?He looked like he hadn?t missed a beat,? Horton said.

That was clear all the way back in the fall, when Packard ?was swinging the heck out of the bat,? Horton said. The coach feels his 6-foot-1, 190-pound, left-handed right fielder makes Oregon?s lineup even deeper and more balanced than it was a year ago, when the Ducks advanced to the NCAA Super Regional round.

?He was a great player his freshman year,? senior shortstop J.J. Altobelli said, ?and I was curious to see how he?d turn out when he got here. ...

?It was kind of amazing how good he looked when he first took batting practice. He was stinging line drives all over the field. You?re like, ?This guy takes two years off and he?s hitting like this? Maybe that?s what I need to do.??

Packard was able to keep up with Oregon?s postseason run last spring through e-mails from his parents. His exposure to baseball in Bolivia was limited to a whiffle ball set sent to him by a former coach; he tried to teach the locals how to play, with little success.

On his days off, each Monday, Packard would instead play soccer. Packard said he ?hated soccer before; now I love it.?

Even those games weren?t enough to keep his conditioning up, but ?hell week? took care of that. Horton said he then challenged Packard?s mom, Michele, to help the 21-year-old pack on those missing 25 pounds, the right way.

?You don?t just want to put coach Horton kind of weight on,? the coach joked, patting his midsection. ?You want to put good weight on.?

Packard said that was accomplished by the time he got done feasting on home cooking over the holidays. But he had a setback upon rejoining the Ducks following the break; a shoulder he?d previously dislocated twice popped out again while Packard was lifting weights.

It took another couple of weeks before he was back in the batting cage. Packard said he?s now 100 percent, though the UO coaches held him out of a game at Hawaii so as not to push him too hard, too early.

That doesn?t figure to carry on much longer. Horton views Packard as an important piece of the Ducks? core.

?We have a lot of high expectations for Steven,? the coach said, adding, ?I think he?s going to continue to get better as the season goes along, and add a lot to our lineup.?

Packard has similar aspirations.

?I definitely believe I should do better than my freshman year,? he said of a 2010 season in which he had 53 hits, 11 doubles, two home runs and 18 RBIs. ?Every year I feel like I should do better, even if I took two years off. I have high expectations for myself, and high expectations for our team.?

Cirque gives clues to Vegas Michael Jackson show

LAS VEGAS (AP) ? Las Vegas is combining its love of mega pop-stars and over-the-top theatrics for a new Michael Jackson Cirque du Soleil show opening this summer.

Cirque du Soleil CEO Daniel Lamarre announced Thursday that the company's newest show will be called "Michael Jackson ONE." The show at Mandalay Bay Resort and Casino on the Strip will start preview performances May 23. It will officially premiere June 29.

The show is the second collaboration between the acrobatic company and Jackson's estate. The first production was the traveling show, "Michael Jackson: Immortal World Tour."

The title is intended to evoke a central paradox of the king of pop's multifaceted persona and changing musical styles.

Once the darling of Wall Street, Apple (AAPL) shares have plummeted in recent months as investor sentiment turned sour. Many analysts believe the company?s current slump will be reversed as new products like the ?iWatch? and Apple?s rumored HDTV launch ? even Apple bulls who have pumped the brakes a bit?still hold sky-high price targets ? but one industry watcher believes Apple?s glory days in the market are behind us.

But he warns that bears see Apple following in Dell?s (DELL) footsteps, or even BlackBerry?s (BBRY):

Recent regulatory filings revealed that the massive dive Apple took after hitting a record high ahead of the iPhone 5 launch was?driven largely by huge hedge funds that pulled in billions while selling off Apple shares. Each of those funds still holds a large position in Apple, however, so it stands to reason that they would like to see Apple rebound from its current dip.

Apple closed down 0.62% at $446.06 on Thursday, off nearly 37% in the five months since it hit a record high of $705.07.

NASA deciphering the mysterious math of the solar wind

Feb. 21, 2013 ? Many areas of scientific research -- Earth's weather, ocean currents, the outpouring of magnetic energy from the sun -- require mapping out the large scale features of a complex system and its intricate details simultaneously.

Describing such systems accurately, relies on numerous kinds of input, beginning with observations of the system, incorporating mathematical equations to approximate those observations, running computer simulations to attempt to replicate observations, and cycling back through all the steps to refine and improve the models until they jibe with what's seen. Ultimately, the models successfully help scientists describe, and even predict, how the system works.

Understanding the sun and how the material and energy it sends out affects the solar system is crucial, since it creates a dynamic space weather system that can disrupt human technology in space such as communications and global positioning system (GPS) satellites.

However, the sun and its prodigious stream of solar particles, called the solar wind, can be particularly tricky to model since as the material streams to the outer reaches of the solar system it carries along its own magnetic fields. The magnetic forces add an extra set of laws to incorporate when trying to determine what's governing the movement. Indeed, until now, equations for certain aspects of the solar wind have never been successfully devised to correlate to the observations seen by instruments in space. Now, for the first time, a scientist at NASA's Goddard Space Flight Center in Greenbelt, Md., has created a set of the necessary equations, published in Physical Review Letters on Dec. 4, 2012.

"Since the 1970s, scientists have known that movement in the solar wind often has the characteristics of a kind of wave called an Alfv?n wave," says Aaron Roberts, a space scientist at Goddard. "Imagine you have a jump rope and you wiggle one end so that it sends waves down the rope. Alfv?n waves are similar, but the moving rope is a magnetic field line itself."

The Alfv?n waves in this case tended to have great consistency in height -- or amplitude, which is the common term when talking about waves -- but they are random in direction. You might think of it like a jump rope twirling, always the same distance from center, but nonetheless able to be in many places in space. Another way scientists have envisioned the waves is as a "random walk on a sphere." Again, always the same distance from a given center, but with a variable placement.

Such metaphorical descriptions are based on what instruments in space have, in fact, observed when they see magnetic waves go by in the solar wind. But it turns out that the equations to describe this kind of movement -- equations necessary to advance scientific models of the entire system -- were not easily found.

"The puzzle has been to figure out why the amplitude is so constant," says Roberts. "But it's been very difficult to find equations that satisfy all the characteristics of the magnetic field."

Similar waves are, in fact, seen in light, known as polarized waves. But magnetic fields have additional constraints on what shapes and configurations are even possible. Roberts found a way to overlap numerous waves of different wavelengths in such a way that they ultimately made the variation in amplitude as small as possible.

To his surprise, the equations Roberts devised matched what was observed more closely than he'd expected. Not only did the equations show waves of constant amplitude, but they also showed occasional random jumps and sharp changes -- an unexplained feature seen in the observations themselves.

"Overlapping the waves in this way gives us a way of writing down equations that we didn't have before," says Roberts. "It also has this nice consequence that it is more realistic than we expected, since it shows discontinuities we actually see in the wind. This is important for simulations and models where we want to start with initial conditions that are as close to the observed solar wind as we can get."

Of course, having an equation doesn't yet tell us the reason why the waves in the solar wind are shaped in this way. Nonetheless, equations that describe how the waves move open the door to increasingly accurate simulations that may well help explain such causes. By alternately improving models and improving observations, scientists continue the cyclic nature of such research, until just what physical action on the sun causes these curiously-shaped Alfv?n waves someday becomes clear.

McCready made four previous suicide attempts

It's becoming increasingly clear just how unhappy Mindy McCready was for a long, long time.

The late country artist, who fatally shot herself on Sunday, appears to have attempted suicide four times over the past seven years.

McCready overdosed on pills and alcohol in July 2005, two months after she was hospitalized with injuries suffered at the hands of boyfriend Billy McKnight, who was later convicted of domestic assault. The "Guys Do It All the Time" singer was also facing legal troubles related to a DUI bust and probation violation stemming from her conviction the previous year of using a fake prescription to buy OxyContin.

"She was found unconscious in a hotel lobby in Florida," Los Angeles Times music writer Mikael Wood recounted to E! News. "She had been hospitalized for drugs and alcohol, an apparent suicide attempt."

McKnight was by her side, the pair having reconciled by then.

McCready overdosed again in September 2005, this time on antidepressants, while pregnant with her and McKnight's son, Zander.

"He turned out to be OK, but there was a third attempt in 2008," Wood said. McCready was hospitalized in Nashville that December after paramedics were called to her home and found her with wounds on her wrists.

Then came a fourth attempt in 2010, Wood noted, referring to her hospitalization for an overdose in Cape Coral, Fla. At the time, authorities couldn't definitively say whether the incident was accidental or not.

"The fifth suicide attempt was the one that took her life," he said.

Between 5-10 seconds duration. Lime green color with orange trail. Sun white hot in brightness but also lime green. No fragmentation observed, just the flaming trail behind it. It wasn't heading straight down but angled at about 30 degrees. I estimate that it landed in the Pleasanton/Sunol area.

2-3 seconds duration - I was facing West. East-West direction. Bright white ball of fire, then broke up. I was stationary in my car, so did not hear any sound. As bright as moon, but not as large. Considerably larger than Venus. Fragmentation observed. Fairly large. One of the largest I have seen.

7 seconds duration. I was facing West. It went from orange color to bright blue, heading straight down. I couldn't hear any sound. The piece itself looked as though it came off of something. It went so fast, I was pulling out of the parallel driving spot to head for work. I turned and went the other way in case it hit the ground. I've seen a few fly across but this was heading straight to the ground without disappearing in mid-air.

2 seconds duration. I was looking south in a vehicle. Meteor started at approx 165 degrees and moved nearly directly vertically downwards. Maybe 5 degrees of horizontal movement to the west. Green (exact color of burning copper), with orange/red debris trailing behind, which rapidly (1/4 second) burnt out. Brighter than the Sun, less bright than the moon. Very rapid movement, hard to judge size but it seemed to be quite small. Object totally disintegrated before reaching the horizon.

3 seconds duration. I was driving, traveling west. I was looking forward, but something suddenly caught the corner of my eye out my driver's side window, which was facing outward south. The meteor appeared to be coming from the east/southeast, headed west/northwest. Fluorescent green, no noise. As bright as the moon. There didn't appear to be any fragmentation. It had a long tail. Very large object, equivalent to approximately 1/6 the size of the moon.
