In California, at least, everything is negotiable. The inspector just states what is wrong with the home. Nobody is obliged to fix anything.

Generally, if it is a hot sellers' market, the seller won't want to pay for much. If it is a buyers' market, then it is more likely.

As a buyer, if you have not yet removed the inspection contingency, then if you can't reach agreement, you have the option of accepting the home without the repairs being done or canceling the contract.
